Crows Zero 4 is a sequel to the film, Crows Zero, and takes place after the events of the original film. The plot of Crows Zero 4 revolves around Suzuran, a high school in Japan, where four of its students (Crows Zero 3 characters) form factions, and start to battle each other for power. To counter the factions, the school starts to build a new school, yet the main protagonist and the teacher of the school, Genji, is shown to be using the schools to further his own personal aims.
As the students continue to fight each other for power, Genji starts to work with groups of students, primarily the leader of the school, Serizawa, and his fellow classmate Izumi, who have formed their own factions. Genji's goal is to make a better Suzuran, but uses his faction to further his own ambitions.

Crows Zero 4 also introduces new characters to the story, including Genji's former lover, Yoshizaki; Genji's close friend and former rival, Izumi; Yoshizaki's close friend, and Genji's rival and rival to Izumi, Serizawa; and Yoshizaki's close friend, Serizawa. After the events of the original film, Yoshizaki is now the head teacher of the school, and is shown to be planning to make the school the best it can be.
While the rest of the students continue to battle each other, Yoshizaki starts to work with Genji, Izumi, Serizawa and Serizawa's faction to further his own personal ambitions.
When the four factions have their final battle, all the factions are destroyed, with Genji's faction winning, and killing most of the students in the process. However, Genji himself, along with Izumi and Serizawa are spared, due to being part of Yoshizaki's faction.
Takano steps forward and says that he's defeated as well, but Izumi tells him that he was defeated by Yoshizaki. However, Yoshizaki tells Izumi that he's actually defeated his own student, Serizawa.
Genji is then forced to join Yoshizaki's faction, and only him and Izumi are shown to survive the final battle.
